WhatsApp Commerce Is Eating CRM: What Indian D2C Brands Need to Know in 2026

For most Indian D2C brands, “CRM” used to mean an email tool, an SMS gateway and a spreadsheet of repeat buyers. That stack is quietly being replaced by a single chat thread. Customers find the brand through a Click-to-WhatsApp ad, ask questions in chat, pay in chat, get their shipping updates in chat, and come back when a restock message lands in the same thread.

The reason is scale. WhatsApp has more than 500 million users in India (TechCrunch, Rest of World). When Meta last gave its own India figure in September 2023, it was over 450 million, and it said daily conversations between people and businesses in India had “more than doubled” in a year (Business Standard).

But WhatsApp is not a free channel, and 2026 is the year its economics changed the most. This playbook covers what WhatsApp commerce now includes end to end, what each message really costs in India, the October 1, 2026 pricing change, and the per-user limit that caps how many marketing messages actually reach people.

WhatsApp commerce is now a full funnel, not a support inbox

Over the last three years, Meta has shipped the pieces that let a D2C brand run the whole customer lifecycle inside WhatsApp:

  • Acquisition: Click-to-WhatsApp ads. Facebook and Instagram ads that open a chat instead of a landing page. At Conversations 2025 (July 2025), Meta added “purchase” and “lead” optimisation goals to Click-to-Message ads, so campaigns can optimise for sales rather than just chats started (Social Media Today). At its September 2025 Mumbai summit, Meta also said brands can plan campaigns across WhatsApp, Facebook and Instagram from Ads Manager, and that ads in WhatsApp’s Status tab were rolling out, with Flipkart among the launch brands (Meta).
  • Conversation: Flows and Business AI. Flows, launched in India in September 2023, let a brand build forms and ordering steps inside the chat thread (Business Standard). Meta’s 2025 announcements added AI assistants for customer support and one-tap calling to larger businesses (Meta).
  • Payment: checkout in chat. Since September 2023, customers in India can pay a business inside WhatsApp using any UPI app or cards, with Razorpay and PayU as launch partners (Business Standard). In December 2024, NPCI removed the 100-million-user onboarding cap on WhatsApp Pay’s own UPI service (Business Standard). One caveat: WhatsApp Pay itself has barely gained share against Google Pay and PhonePe (Rest of World). For brands, the useful part is the chat checkout that works with whatever UPI app the customer already uses, not WhatsApp Pay itself.
  • Retention and service: templates and replies. Order confirmations, shipping updates, cart reminders, restock alerts, win-back offers and support replies all go out as message types that Meta prices differently. That pricing is what decides your economics.

Put together, this does more than an email or SMS CRM tool can. The channel that brings the customer in is the same one where they buy and where you bring them back.

What a WhatsApp message actually costs in India

Since July 1, 2025, Meta has charged per delivered template message instead of per 24-hour conversation. The price depends on the message category and the recipient’s country code, and “you are only charged when a template message is delivered” (Meta for Developers). Since January 1, 2026, eligible businesses billed in India can also be billed in rupees instead of dollars (Meta for Developers).

CategoryWhat it’s forIndia rate per message
MarketingOffers, launches, restock alerts, win-backs, abandoned-cart nudges₹0.8631 (up from ₹0.7846 on Jan 1, 2026)
UtilityOrder confirmation, shipping and delivery updates, COD confirmation₹0.115
AuthenticationOTPs and login codes₹0.115
ServiceFree-form replies to a customer within 24 hours of their last messageAbout ₹0.115 from Oct 1, 2026, after 1,000 free per number each month (see below)
India rates as published by Meta Business Solution Providers (Route Mobile, MSG91). Meta revises rates periodically, so check Meta’s official rate card before you budget.

The ratio is the key number. A marketing message costs about 7.5 times as much as a utility message (₹0.8631 vs ₹0.115). Transactional messages cost very little. Promotional broadcasts are where the budget goes.

There is also a cheap way in. When a customer starts a chat from a Click-to-WhatsApp ad, Meta opens a “free entry point” window, and “all messages are free for 72 hours” inside it (Meta for Developers). You pay for the ad click, but the follow-up conversation that closes the sale doesn’t cost anything per message.

The October 1, 2026 change: service replies stop being free

Meta’s developer documentation confirms two changes effective October 1, 2026 (Meta for Developers):

  1. Service messages become billable per message, “consistent with how Meta charges for template messages.” These are free-form replies sent within 24 hours of the customer’s last message, which had been free since November 2024.
  2. Utility templates sent inside an open customer service window become billable too. For example, a shipping update sent while the customer is mid-conversation with you. These had been free since July 1, 2025.

According to Meta Business Solution Providers, each business phone number gets 1,000 free service messages a month. The count resets on the 1st and unused messages don’t roll over. Service messages are charged at the market’s utility rate, which in India is currently about $0.0014, or roughly ₹0.115 (360dialog, Gallabox). 360dialog also quotes Meta as saying it would stop delivering service messages for businesses and providers without a payment method on file by September 30, 2026.

For a small brand, this is a rounding error. For a brand that runs support through WhatsApp at scale, or whose AI bot sends many replies per conversation, it turns a free cost centre into a metered one. The fix is operational: resolve queries in fewer, better replies instead of many short ones.

The limit most brands don’t plan for: per-user marketing caps

Budget is only half the constraint. WhatsApp also limits how many marketing template messages a single person receives from all businesses combined. The limit started rolling out to Indian (+91) numbers in February 2024 (Gupshup). Meta’s documentation now describes it as applying in most markets outside the EEA, UK, Japan and South Korea (Meta for Developers).

According to Meta, the limit is not a fixed number. WhatsApp sets it using “a dynamic view of an individual’s recent marketing message read rate and how many messages they currently have in their inbox from friends, family, and businesses.” When a message is blocked, the API returns error code 131049, and Meta advises waiting at least 24 hours before trying that user again (Meta for Developers).

In practice, you are competing with every other brand for a limited number of marketing slots in each customer’s inbox. Two things follow:

  • Big blasts lose reach quietly. Undelivered messages aren’t charged, but they also don’t reach anyone. A campaign “sent” to 50,000 people may reach far fewer, and the error logs are the only place you’ll see it.
  • Engagement is reach. Meta says replies are exempt: “If a WhatsApp user responds to a marketing message, it starts a 24-hour customer service window. Marketing messages sent within this window do not count towards the limit” (Meta for Developers). Messages people want to reply to, such as a size question, a restock you can reserve or a quiz, keep the conversation open. Generic “FLAT 40% OFF” broadcasts use up the slot.

A worked example: what one month of WhatsApp CRM costs

Here is an illustrative D2C brand, using the India rates above and the post-October 1 rules. The volumes are assumptions for the example, not benchmarks, so replace them with your own numbers.

Line itemAssumed volumeRateMonthly cost
Utility: order confirmed, shipped, out for delivery (3 per order)10,000 orders × 3 = 30,000₹0.115₹3,450
Marketing: one broadcast to opted-in customers50,000 delivered₹0.8631₹43,155
Service replies to customer queries8,000 (first 1,000 free)₹0.115₹805
Total₹47,410
Illustrative only. Rates from Meta partners’ published India rate cards. The service-message allowance and rate are as reported by 360dialog and Gallabox.

One marketing broadcast makes up about 91% of the bill. Everything that keeps an order moving, including three updates per order and thousands of support replies, costs under ₹4,300 combined. So spend almost all your optimisation effort on the marketing line: who gets it, how often, and whether the message is worth replying to.

The playbook: how to run CRM on WhatsApp in 2026

  1. Get opt-in properly. WhatsApp’s Business Messaging Policy says you may only contact people who have given you their number and “you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you.” You must also honour every opt-out (WhatsApp Business Messaging Policy). Put a clear opt-in checkbox at checkout and in your Click-to-WhatsApp flows. A list you bought or scraped is a quality-rating risk as well as a policy breach.
  2. Map every lifecycle message to its category before you build templates. Order and delivery updates are utility. Offers, restocks and win-backs are marketing. The 7.5× price gap means this mapping decides your budget.
  3. Use Click-to-WhatsApp ads to acquire and the free window to convert. The 72-hour free entry point makes ad-started chats the cheapest place to handle pre-sale questions, share catalogues and send a payment link.
  4. Segment marketing sends hard. Given the per-user cap and the ₹0.86 price, send to recent buyers, recent engagers and people browsing high-intent categories. Don’t send to your whole list every week.
  5. Write marketing messages people will reply to. A reply opens a 24-hour window that doesn’t count towards the cap. Quick-reply buttons (“Show me sizes”, “Reserve one”) work better than a bare discount code.
  6. Tighten support now that replies are metered. Count your monthly service replies per phone number. If you’re far above 1,000, merge bot turns, use quick replies and resolve in fewer messages.
  7. Track 131049 errors as a KPI. A rising share of per-user-limit failures means you’re sending too much marketing volume for your engagement, and your real reach is lower than your “sent” count shows.

The bottom line

WhatsApp is replacing D2C CRM in India because it’s where customers already are, and because the funnel from ad to chat to payment to repeat purchase now works in a single thread. It is not a free broadcast channel, though. Marketing messages cost about 7.5 times as much as transactional ones, support replies become metered from October 1, 2026, and a dynamic per-user cap decides how much of your marketing reaches anyone. The brands that do well will treat WhatsApp as a conversation to keep going, not a list to blast.
